In March, 2000 Military court by the Baltic fleet sentenced the former skipper, a commander Sergey Velichko to five  years of custody for the cooperation with western special services.

At the end of July, 1996 the western warships visited Baltiysk in honor of 300th anniversary of the Russian fleet. Second in command of military body on intelligence Sergey Velichko performed the duties of communication officer in course of this visit. At "Vizborg" - minelayer of Naval Forces, Sweden he made acquainted with a Swedish military interpreter - Peter Ensen. Velichko told Ensen about the former retirement and asked Ensen to help him with further employment.

In November, 1997 Sergey Velichko was informed that on 22nd he would have to come to Vilnius "on the interest to him point". At the railway station he was met with an unknown man and having referred to interpreter Ensen told that he was ready to speak with Mr. Velichko about possible cooperation. This was an officer by the Swedish special services. Velichko had a several hours talk with him about the Baltic fleet. First of all this officer was interested in the structure of fleet intelligence, possibilities of its facilities, names and designation of military bodies, information about Baltic Naval base and comprising it ship units. Velichko got the award for this - three thousands dollars.

The Swedish observers gave the first task to Velichko - after retirement to find a job at the informational center by Intelligence department of the Baltic fleet as a referent. For urgent communication Velichko got a telephone number and Stockholm code.

Since this moment the materials saved up in regard to commander Velichko at FSB who had been put under "the cap, hood" after the contact with Ensen got the code name "Analyst".

In August, 1998 one of Velichko’s  familiar woman called at his request from Vilnius by phone which had been given to him by the Swedish agents as an urgent communication. This person told that Sergey was going to come to Lithuania personally. Having assumed that the officer would export some secret materials FSB officers had made preparation to capture him at the boarder. However, at careful custom inspection of Velichko there was found nothing unalloyed for export from territory of Russia. He moved abroad and met with his new secret employers. As the FSB officers managed to find out even one of leaders of military intelligence of the country came for the special meeting with Analytic from Sweden to Vilnius. For three days Sergey Velichko was asked by several officers of Swedish special services. For the presented information he was paid three thousands dollars more. In half a year Analyst again planned a business trip to Vilnius.

For this once he didn’t rely upon his memory and took an extract from the bulletin by the informational department of the Baltic fleet and a draft variant of one informational report. All these documents contained the secret information comprising the state secrecy. Velichko was captured just at Kaliningrad railway station. At the same day there was carried out his flat’s search.

There were found the work note-books and service records which contained the state secrecy. Addresses, telephones and visit cards by Analyst’s contacts including  his foreign contacts. Coordinates of foreign special services in Vilnius where Velichko sent his correspondence marking the terms of the next meeting holding. Velichko admitted his fault.

After the disclosure Velichko agreed to work as "a twice agent". He told the telephone number in Stockholm to FSB which was given to him in case of urgent communication by the Swedish special services representative.

Military court by the Baltic fleet found the former radio agent guilt. As it was found out in course of process only over the period from June, 1995 up to February, 1997 officer Velichko in connection with fulfillment of his duties more that 400 times received the documents with mark "top-secret" and "secret". However, at infliction of penalty to Sergey Velichko the court considered that the former officer sincere fainted and actively helped  to disclose the done by him crime. Just because of this the punishment was the lowest - only five years of custody. But Sergey Velichko was deprived by the military rank "commander" and state awards received over a 20-years service.
