Bruits on creation of super special serviceOn January 12, 2000 it was published a material at "Segodnya" newspaper in which it was stated that soon in Russia would possibly appear a new super special service. By the received data by our correspondents in its compound it’s planned to enter all departments of self-security by MVD and several units by FSB. And the new special service would subordinate to the president (still acting) directly if to believe the existent project. Yesterday the editorial office managed to know an expected name of the new department - Federal service of investigations and corruption control (FSRBK). Besides this task it’s supposed that FSRBK (or this service with other name) would be rested a function of fulfillment in practice long ago developed program on witness defense. According to the data by "Segodnya" the amalgamation project of departments and boards of self security by Home Affair bodies exists and actively discussed. However, an appearance of new special service can be caused by the wish to weak the present chief of MVD Vladimir Rushailo. In the fullness of time he was considered as one of seeker at Prime minister place and there is a version that the acting prime doesn’t forget this competition although the latter won it. In connection with this it’s quite interesting that appeared and well-spread an analytic reference prepared purports for Alexander Korghakov together with the bruits about FSRBK creation. In this paper which has neither sign nor date contained quite an original version of Yeltsin retire according to which his discharge - is the last stage of cruel struggle between Putin and Rushailo whom Berezovsky purports hardly placed into a prime minister arm-chair. As one of proof of this insidious game there is the information that in December it had been planned to hand the most powerful FSB departments to MVD subordination. I.e. to create a structure like FSRBK but "under Rushailo". By the majority opinion of special services representatives the pointed in the mystic reference "facts" - no more than a benefit of somebody’s fantasy. However, even they can alienate from the idea of FSRBK creation the most hotshot corruption persons hunters. It was let them see clearly that such a innovation - is a pure political game. On January 22, a first official reaction followed. Sovbez secretary Sergey Ivanov made a state in which he said that the spread bruits over latest week including some mass media about forthcoming reorganization of Russian special services or creation of some "super-KGB" were "devoid of substance". He pointed that the state leader who managed all power structures "was satisfied with the work of each special service". On February 1, same year Khinshtein published an article at MK in which he commented the bruits about the following that acting president Vladimir Putin had designed to put KGB chips together into the united new special service. By Khinshtein data the amalgamation in the first place would touch the department directly subordinated to the president. It’s supposed, in particular, that FAPSI could be returned to FSB compound. By some data there us a design to divide FSO into two parts. One part subordinated personally to Putin would carry out a clear safeguard of the president (like Korghakov’s SBP). The other one - could be reformed into a new FSB department which would not differ from the previous "ninth department": safeguard of the state leaders. Here, in particular, all operating-research and operating-technical bases of FSO would be handed. Besides, by MK information, in the Kremlin there are serious talks about creation of a new not having analogs special service (operative name - Federal investigation committee). New body of central subordination is concerned (on the rights of ministry) which will get the right to control all special services from inside. Its frame will comprise the Department of self security (USB) of the majority of power departments (FSB, MVD, GTK, tax police). On February 3, it was published an article at "Moskovsky Komsomolets" in which it was stated that on January 31, after a wide college by Ministry of Justice, Russia a narrow circle of power departments leaders gathered and discussed just the perspectives of this service - Department on corruption control in power authorities. By "MK" information the main task of new organization will become a coordination of prosecutor’s office, FSB, FSNP, MVD and other services activity on corruption control in bodies of authorities. All of them (except the prosecutor’s office) should subordinate to the new department. The department will be engaged in operating-research and investigation activity and because of this to provide the financial control, to use arms, means of "audition" and so on. It’s supposed that new service would be responsible for realization of long ago developed but practically non-working program of witness defense. Must be FSNP, Department of analysis, forecast and strategic planing of FSB, a range of MVD departments including the economic unites and services of self security would comprise the department. Approximate strength of the central machinery is called as 1700 officers. According to a design by its creators the department should stay in a close relation with Russian President and it should subordinate only to him personally. In the abstract such a super service really can become a powerful backstop to corruption. But only in case where it would be limited by its functions and it would not become the machinery of flannel persons suppressing. On February 16, "Segodnya" newspaper again returned to the subject of new special service by publishing an article "We write MVD and keep in mind FBI". By "Segodnya" data, there are two more projects of MID structure reforming under consideration by Vladimir Putin. By the first project a status of special service is supposed to give to the Headquarters on organized crime control (GUBOP) MVD and to hand over all local departments on organized crime control to its direct subordination. By the second one - to create absolutely new special service which, by USA example, proposed to subordinate all units of criminal militia service (SKM), crime detection, departments on organized crime control, illegal drug circulation control, economic crimes, etc. Under subordination of local authorities bodies to leave only militia of public security: district inspectors, GIBDD, patrol point service, etc. Like the analog of the states American police. On February 21, now Kommersant in the article "Over boarders there are darksome clouds" supposed that in a nearest future FSP would stop its existence and would enter into FSB as it was during the times of KGB USSR.
