Case of Edmond PopeOn April 05, 2000 FSB officers arrested the American citizen Edmond Pope on a charge of spy (while passing of 30 thousands dollars to the representative of Russian military-industrial complex). The suspected person was transferred to Lefortovo. By FSB data the agent’s name is Edmond Pope. He has served in the USA Naval forces intelligence and he has a rank of captain and now he works at the laboratory of the applied researches by Pennsylvania University and in Russia he has been interested in the newest spectrometers for space vehicles and the improved technologies of the submarine fleet. According to the information by FSB Center of public relations (COS) up to the middle of 90-s Pope was an active officer by military and technical intelligence of USA Naval force. His duty was to collect and analyze the improved developments in the sphere of armament creation of sea basing and he participated in orders placement at their projecting into the scientific centers and laboratories by the universities. Having retirement he regularly came to Russia as a representative of Pennsylvania University and then - as a leader of out-of-the-way firm "Tex Sors Marine Group Ltd.". As the latter Pope visited the scientific-research institutes in Moscow, Saint-Petersburg, Novosibirsk and other cities where the works were being conducted connected with the technologies of creation of high-speed submarine and free-board objects. By FSB data "a subject of undivided attention by USA citizen became the high-speed submarine rocket developed at the defense enterprises of Russia and it’s set as the armament by the domestic Naval forces". The issued from the boat rocket can reach the speed under the water more than 100 meters a second. On August 25, FSB appeared with the official statement: "On August 14, 2000 the Investigative department by Russian FSB fulfilled the preliminary investigation on criminal matter in regard to the arrested on a charge of spy of USA citizen Edmond Pope. In connection with the special attention taken by the American official persons and state bodies and besides by mass media towards this matter the leadership of the Federal service of security of Russian Federation made the decision to give the official comments to the existent events. By diplomatic channels the American side was in time in accordance with Russian and international legislation brought up to date about Pope’s capture and arrest and besides the American side got the explanation of clause 276 by Criminal Code by RF upon which there was made charge to the USA citizen. Forms and methods of Pope’s work as a leader of private commercial structure completely satisfy to the spread in USA practice of military intelligence. These bodies legally are portioned with the right of intelligence activity conducting with use of commercial covers. Such a right is granted to them in 1991 in accordance with the special provision of USA law "On vote at intelligence activity in 1991 fiscal year". The pointed norm was entered into the USA Status at Large and stated at section 10 paragraphs 431-437. In 1998 the Pentagon was allowed to prolong the order to intelligence activity conducting with use of commercial covers for the term up to December 31, 2001. American citizen have been examined more than 10 times by the medical officers of the investigation isolation ward and by the invited narrow-profile specialists including the oncologyst. On August 15, within the frameworks of consul meeting there was held a talk between a doctor by USA embassy in Moscow Mr. Ronald Larsen and a chief of medical department by the investigation isolation ward in course of which the attention of the American side was addressed towards the spread by the official USA representatives statements on failing of both psychiatric and physical states of Pope which didn’t have the basis. Larsen didn’t make any pretenses. On August 24, Lefortovsky intermunicipal court, Moscow considered the claim by E. Pope’s defender - advocate P. Astakhov on changing of restraint to the accused person. The basis for acceptation of such decision the court didn’t found and the restraint for Pope was left the same - perseverance under guard. In nearest time FSB of Russia will present the additional materials on "Pope’s matter" to mass media. On September 01, FSB affirmed that Edmond Pope charged at spy was captured by Russian authorities together with one more American - Daniel Howard Kaylly. Kaylly, born in 1932, is a deputy director of the laboratory of applied researches by University, Pennsylvania state, told on Friday the radio station "Golos Rossii" ("Voice by Russia"). Pope was arrested by FSB in course of secret meeting with one of Russian scientist taking part in the development of high-speed submarine rocket. At that time Daniel Kaylly was arrested. After the examination it’s proved that Kaylly was a Pope’s partner that was affirmed by the documents excluded within the search. In the legal machinery of RF it was taken into consideration the declining age of Kaylly (68 years) and besides his testimonial evidence and he was let off to the USA. The sources at the legal machinery of RF affirmed that the second American was captures together with Pope and then he was let off. At the beginning of September there were spread rumors that the point about Pope would be mooted at the summit of millennium during the meeting between Clinton and Putin. For the present it’s reliably known that during the interview with Larry King the latter asked the Russian president about possibility of Pope exchange, for instance, for Aims. The reply was evasive. On August 19, Moscow city court dismissed a complaint by the advocate of USA citizen Edmond Pope on change of restraints into admission by bail in connection with the health state of his client. Pope stays at SIZO "Lefortovo". FSB accepted the fact of Pope’s oncologist decease. Before the judicial sitting the chief of COS FSB Vasily Stavitsky stated that on September 14, Edmond Pope "was examined by a doctor-oncologist by central policlinics of FSB Russia" who came to a conclusion that "data on progress of the existent disease had not found and the patient needn’t a special treatment". Washington responded at this decision with anger. The official representative by State Department of USA Richard Baucher told the journalists that Russian authorities refused the American doctor in a possibility of Pope’s examination who had a rare form of cancer. The actions of Russian authorities in Washington were called as "scandal" ones. State Department factually announced on a possibility of reciprocal serious sanctions.
