War with oligarchsFirst stage: Fight with "MOST" On May 11, 2000 at 9.30 by the building of "Most-Bank", Bolshoi Palashevski pereulok arrived representatives of tax police by four "Gazel" without tokens. In operation took place the officers by General prosecutor’s office, FSB and tax police (tax service presented a unit of physical defense for search execution). In office building by "Most-Bank" there is an anteroom of "Most" group president Vladimir Gusinsky and three more departments. But Gusinsky himself was not at the office at the moment of search. First comments: special services visit to Most is connected with a Gazprom case to "Most" concerning a multimillion credit. By first official data, search at "Most" was carried out within the framework of criminal case commenced against a former Minfin leader. "Segodnya" brought out its opinion that the searches at Most were initiated by the department chief of economic security, FSB Yury Zaostrovtsev. On June 13, 2000 Vladimir Gusinsky was invited to the General prosecutor’s office where he was arrested and brought to Butyrskaya prison. Staying at the prison was accompanied by a closely press attention. On June 18, Gusinsky was released under the subscription on non-exit. At 21.30, June 18, a special courier arrived to Butyrskaya prison from General prosecutor’s office with a resolution on restraint change at the subscription on non-exit. On June 27, Gusinsky was again questioned at General prosecutor’s office. Nikolayev didn’t allow Gusinsky to leave for Spain to his family. On July 19, General prosecutor’s office investigator Valery Nikolayev distrained Gusinsky house at Chigasovo. Inventory was carried out by a group of General prosecutor’s officers with investigators Leonid Chelenko and Zigmund Loghis at the head. They were accompanied by a FSB car. On July 27, Gusinsky was free from all charges and subscription on non-exit was canceled. General prosecutor’s office stopped the case in regard of him "because of components of crime absence". Gusinsky right off the bat went to his family in Spain. Second stage: LUKoil, Avtovaz On July 12, director of Federal service of tax police (FSNP) Vyacheslav Soltaganov stated that tax policemen on July 7 initiated a criminal case against AO "AvtoVAZ". Leadership of the largest automobile plant is being suspected in grand tax non-payment (clause 199, part 2 by UK RF). Besides "LUKoil" got the same prosecution. In August began a planned backdown. On Aug 3, General prosecutor’s office changed FSNP’ resolution on criminal case initiation against Avtovaz leadership. Next day the Arbitration court rebated the claims by tax police to LUKoil. Third stage: Search at Sibneft On Aug 11, 2000 Federal service of tax police, Russia within seven hours was executing the documents getting out at Moscow office of oil company "Sibneft". However, the company’s leadership didn’t make a tragedy out of this matter and to seek a politic context. Official statement by "Sibneft" press-service sounds like this: "The company’s leadership considers that actions by tax police taken place at "Sibneft" office are the ordinary inspection and it doesn’t consider them as any politic background". On Sep 1, many Moscow newspapers published the announcement that FSNP had initiated the criminal cases in respect of five companies of Fuel and energy complex, stated FSNP director Vyacheslav Soltaganov yesterday. He, however, refused to name these companies by stressing that "it would be known later". FSNP chief said besides that tax police still continued the investigation in regard to "LUKOIL", Avtovaz and "Sibneft". Soltaganov marked that in two weeks FSNP would finish the law preparation on financial police which later would present to RF president. By his words, the main stress at this law would be made at the extension of tax police power in respect of enterprises financial activity. At the same time Soltaganov stressed that FSNP didn’t pretended at receiving of currency-export control function. At the same day there were made no contradiction from FSNP. "At the ceremony of cadet corpus opening one of the journalists asked the director Vyacheslav Soltaganov whether new cases had been initiated against oil firms, - said the department deputy chief on PR by FSNP Vladimir Beketov.- The director answered that this work was being carried out constantly. He didn’t know where from a “five” figure arose. None five new cases had been initiated". Participants:
