Discharge of Moscow leaders of force departments

Nikolay Kulikov became the first victim of persecution at Moscow force departments leaders, a chief of GUVD, Moscow. He was laid off in December, 1999. A formal excuse for discharge were bad results of Moscow militiamen struggle with terrorists. In January a chief of MUR Viktor Golovanov and a chief of GIBDD Arkhipkin lost their posts.

In December, 1999 FSB director Nikolay Patrushev actually accused Tsarenko in professional impropriety at FSB College. Patrushev was indignant by the results absence in "terrorism control", he demanded to prepare a plan of the developed defects removal in the nearest time. However, Tsarenko held out much more than other "Moscow colleges" and he was sent to retirement in June, 2000 by transferring to work at GUSP. First his duties were performed by a first department chief general Vlasov and in a week Viktor Zakharov was appointed the chief of Moscow UFSB.

In the middle of January Sergey Gerasimov was sent to retirement from the post of Moscow prosecutor.

In February it was the turn of tax police. First (Feb 25) a chief of FSNP Moscow Department Boris Dobrushkin by the decree of the acting president lost the post of FSNP deputy director and at the end of March he was sent to retirement. Alexey Sedov, a "son" from Saint-Petersburg, changed the former at the post of chief.
